Rwanda and Singapore Agree on Enhancing Public Sector Collaboration
“Though Singapore and Rwanda are separated by thousands of kilometers, our countries share many similarities. As small states surrounded by larger neighbours, we are both acutely aware of our own limitations and vulnerabilities.We both appreciate the importance of working with other countries to maximise our influence and effectiveness Singapore in Southeast and East Asia, and Rwanda in between East Africa and Central and Western Africa.” Prime Minister Mr Lee Hsien Loong 21 May 2008.
Rwanda and Singapore have signed an agreement that provides a high-level framework for public sector collaboration. The MOU, which was signed during President Paul Kagame’s state visit to Singapore in May 2008, follows a service agreement signed earlier with the Singapore Cooperation Enterprise to provide advisory services in Rwanda’s priority sectors.Under the agreement, Singapore will provide customized solutions to meet Rwanda’s needs in its priority areas.
Bilateral collaborations now cover areas like workforce development, social security, civil aviation, urban planning, and public sector training. Other areas of collaborations such as financial reform, investment promotion and ICT master planning are also being explored.
The Government of Rwanda is currently implementing its Economic Development & Poverty Reduction Strategy (EDPRS), a key pillar of which involves capacity building and aims to learn from the experience of Singapore’s rapid economic development over the last three decades.
